Mercutio tries to provoke Tybalt because he despises his Fencing-school method of swordplay, and just plain dislikes him (just about everybody does except Lady Capulet). He provokes him by responding to Tybalt's request to have a word with Mercutio by asking him to couple it with a blow, and by wilfully misunderstanding Tybalt's use of the word "consort".

From Mercutio we hear that he is "the very butcher of a silk button", a trained swordsman and duellist, whose only pleasure is in fighting. Tybalt uses the fact that Romeo crashed the Capulet party as a pretext for challenging him, but it is a flimsy excuse and that is all it is. Tybalt will just as happily fight with Mercutio as with Romeo.

In Act 3 of Romeo and Juliet, Mercutio becomes engaged in a fight with Tybalt, Juliet's cousin. He defends Romeo and insults Tybalt, which escalates the conflict and ultimately leads to his death at the hands of Tybalt. His death sets off a series of events that culminate in tragedy for both Romeo and Juliet.
It was when Tybalt killed Mercutio and Mercutio blamed Romeo for it.
Mercutio believes Tybalt is a superfluous, fashion-concerned, arrogant *sshole.
