William Shakespeare's inspirations were Geoffery Chaucer and Plutarch.

Shakespeare used many of Chaucer's poems in his plays. For example, Parliment of Fowles by Chaucer was the source for Mercutio's Queen Mab speech in Romeo and Juliet.

Shakespeare was also inspired by Plutarch, an Ancient Greek writer and philosopher who wrote a book called Parallel Lives. The information about people written in these books were adapted by Shakespeare for characters in his own writings.

He also gained some minor inspiration from kings, queens and emperors of his current times and his past, such as Queen Elizabeth I, Julius Caesar, Cleopatra and so on.

Aside from that, Shakespeare was also a naturally intuitive and highly educated person, which was pretty rare from his time.

Some people think that he might have hooked up with some actors and have liked the theatre business which gave him the idea of writing plays. Probably writing poetry was a pretty common way of chatting up girls (at least we get that impression from Benedick in Much Ado About Nothing who feels obliged to express his new-found love for Beatrice in verse, even though he's not much good at it) so everybody tried it at least a couple of times. But this is all guesswork--the fact is, we have no idea what inspired Shakespeare to do anything. He simply did not reveal his personal thoughts anywhere.
