A person may receive the Holy Ghost when there is a need, but to receive The Gift of the Holy Ghost one must have hands laid upon them by a man of God, and you will know that you have received it when you speak in other tongues as the spirit gives the utterance. After, and if the person remains faithful the Holy Ghost will always be available to them.

He is not the third member of the Godhead, There is no Trinity. The Godhead is One. Jesus, The Father and The Holy Ghost are all the same person, JESUS.
