I can make up a statement which I think is a pretty good theme or message drawn from the play but it won't be the same as the one your teacher wants to hear. How about, "Fourteen-year old girls should be able to marry guys who are much older than they are without telling their parents." Or, "You can't have peace without a few deaths happening."
Basically, this is a silly question. If the play Romeo and Juliet was so simple-minded that its theme or message could easily be summed up in a statement of this kind we wouldn't be talking about it, because it would be crap and would have been forgotten about centuries ago. Part of what makes this and many other plays by Shakespeare so great is that people have different ideas about what is really going on in it, who if anyone is At Fault for what happens, and whether the characters are right or wrong in what they do.
