Because not all operating system are perfectly suited to all tasks. You wouldn't haul grain in a Cadillac, and you wouldn't want to ride in the back of a Peterbilt after your wedding. The same goes for operating systems. While some are extremely versatile, they may not be able to fill that tiniest little niche that almost no one thinks of, so an operating system needs to be written for that task.
