... no?
The reason for the question mark is that I'm trying to figure out what on Earth you might mean by "new electron".
Muons and tau particles are somewhat similar to electrons, but calling them "new electrons" is a bit of a stretch. They've also been known for quite a while; the muon was discovered in 1936 and the tau has been known since the late 1970s.
Thomson discovered the electron. By conducting experiments with cathode rays, he was able to determine the properties of these particles, which led to the discovery of the electron as a fundamental constituent of atoms.
J.J. Thomson discovered the electron in 1897 while conducting experiments on cathode rays. He observed that these rays could be deflected by electric and magnetic fields, leading him to propose the existence of a negatively charged particle within the atom, which he named the electron.
The scientist who coined the term "electron" was J.J. Thomson. He discovered the electron in 1897 while working on experiments involving cathode rays.
Thomson measured the charge-to-mass ratio of the electron, which was found to be much smaller than that of any known atom. This suggested that the electron was a fundamental particle and not a substructure of an atom.
Millikan found the charge of an electron by his famous oil drop experiment. J J Thomson determined the specific charge of the electron. That means the ratio of the charge of an electron to its mass. With these two values one can find the mass of electron by dividing the charge value by its specific charge.

the electron was first discovered in 1897 by Joseph john Thomson and the proton was discovered in 1913 by ernest Rutherford
The year of the electron discovery is considered 1896.
