It's difficult to explain a simple answer for changing time zones around the world as many of the reasons for setting "local time" are political and have nothing to do with how the sun appears in the sky. For example, look at China, with one time zone, and just south of China are countries with six different time zones. And if you click on Australia (for a close-up view) you'll see that there is one little-itty-bitty corner in the south-eastern corner of Western Australia that has a 45 minute time difference from the rest of Western Australia. I don't know why, but I would guess that there is a political resaon - or maybe just plain defiance! If you are looking for a simple, school room answer, based on math and the sun, then maybe what you want is this answer: Time zones change around the world for every 15 degrees of longitude. But if you check out the REALITY of what people (politicians) choose for their local time then you'll see from the world map that 15 degrees longitude is only an answer when travelling across the empty part of the Pacific Ocean.
