The fluid leaving the can must be replaced by air. The fluid trying to leave with only one hole is fighting a vacuum being created at the highest point in the can when you tilt it to pour. Putting a second hole in the can allows air to be sucked into the can to replace the volume of liquid being poured out.
One hole creates a vortex for particles to travel through, forcing all particles to move in a single direction; whereas, two holes create an anti-vortex, forcing all particles into the direction most relative to a particle's location, creating a reverse vortex.
