The United Kingdom, including England, has a parliamentary government. In this type of government the people elect representatives who make up the legislative branch of the government. A Prime Minister from the majority party becomes the executive of the government. The Prime Minister is not directly elected by the voters. The majority party appoints the PM. With the PM and his party in the majority it's easier to pass legislation.
