Walter Bagehot was a 19th century British writer of economics and politics. He lived from 1826 to 1877, and was an observer of President Lincoln and the US Civil War. Bagehot believed that the US's "presidential" system was dangerous because it had no formal method of having a president use the powers of a dictator. He saw that Lincoln's various suspensions of the Bill of Rights was controversial.
