Which countries do not have democratic elections?

Only two countries in the world do not claim to be democracies, Myanmar (Burma) which is a Military Dictatorship, and Vatican City which is an Ecclesiastical Monarchy.

However according to the Democracy Index, 51 of the countries that claim to be democracies are actually Authoritarian Regimes where corruption and other factors prevent effective democratic process.

Only 30 countries are considered to be True Democracies with effective Democratic Governments, according to the Democratic Index

If you want examples then look no further than countries with Communism or Dictatorships. Some Communist countries are/were China, Korea, Cuba, Soviet Union. Some Dictatorships are/were Nazis and Hitler, Saddam Hussein, Robert Mugabe. X

Democracy as we understand it today is 'representative democracy' where people elect representatives at various lecels of government, who are then supposed to carry out the will of the electorate. In this sense there are a number of countries that do not count as democratic: China; Vietnam; Cuba; North Korea to give 4 examples. Very few Moslem countries are democratic either.

Democracy isn't black and white. For example, Russia has free and fair elections and Vladimir Putin and Dmitry Medvedev are genuinely popular leaders, but Putin holds a monopoly on Russian politics and the country has little "rule of law".

Cuba and Belarus are the only real dictatorships left in the Americas and Europe respectively. However, Africa has many significant countries without democracy such as Nigeria, Sudan, Ethiopia, the two Congos and Algeria. Recently, dictatorships in Tunisia and Egypt had been toppled by revolutions, leaving hope for change. Other countries like Kenya, Tanzania and Senegal are in the limbo like Russia.

The Middle East also has very few democratic countries, apart from Israel and probably Turkey and Lebanon. After 7 years of war and Anglo-American nation-building, Iraq is now classified as a "hybrid regimes" by Democracy Index 2010. Pakistan is classified the same way.

China, the world's most populous country, has never been a democracy. Other authoritarian regimes in Asia include Vietnam, Burma, Afghanistan, Iran, Uzbekistan and North Korea. Kim Jong-il's dictatorship is considered by most people (and Democracy Index) to be the world's least democratic country, even thought it calls itself the "Democratic People's Republic of Korea".

Dictatorships such as North Korea, or single party states such as Libya. To be a democracy the law making arm of government must be elected by the people of the country on a regular basis and the army and police must uphold the law not the government.
