Senators are appointed by the Governor General of Canada (as the Queen's representative) on the advice of the prime minister. Some provinces have adopted a framework to elect nominees, with the understanding that the prime minister would appoint as that province's senators only those who have been elected (though neither the Governor General nor the prime minister are bound by these elections).
