Estrella Alabastro is the appointed secretary of the Department of Science and Technology on March 12,2001. Prior to that she was the Department's Undersecretary for Research and Development since 1995. Dr. Estrella Alabastro was born on February 19,1941.

She was a registered Chemical Engineer and Career Executive Service Officer, She obtained her Bachelor's Degree in Chemical Engineering, cum laude, from UP in 1961. She also holds Masters and Doctorate degrees in same course from Rice University in Houston, Texas in 1965 and 1967, respectively.

Dr. Alabastro was Officer-in-Charge of the Philippine Council for Advanced Science and Technology Research and Development from July 1997-April 1998 and Executive Director of the Philippine Council for Industry and Energy Research and Development from July 1991-January 1995. She is currently Professorial Lecturer at the College of Home Economics and the Technology Management Center of the University of the Philippines (UP).

At UP, she was also Dean of the College of Home Economics (1984-1990), Chairman of the Department of Food Science and Nutrition (1973-1977), and Chairman of the Office of Research and Publications (1981-1984).
