because in Pakistan general mussaraf led a military coup in october 1999. he overthrew democratically elected goverent and declares himseif the cheif executive of the country. later he changes his designation to president and in 25002 held a referendum . he used dirty tricks and malpractices to win the referendum.
Pakistan under General Musharraf cannot be called a democratic state for several reasons. Firstly, he came to power through a military coup in 1999, which undermined democratic processes. Secondly, Musharraf suspended the constitution and ruled by decree, limiting civil liberties and political freedoms. Thirdly, political opposition was suppressed, with many leaders imprisoned or exiled. Additionally, Musharraf manipulated electoral processes to maintain control, further eroding the foundations of a genuine democracy.
Because the perwez musharaff government was ruled by the Military junta in disguise and hence not at all a democratic government.
Pakistan's democracy has had a varied past, being established and disbanded during time of troubles. Currently, this is the fourth democratic era, beginning when the military power called general elections in 2008.
