The minimum is one legislative representative per electoral district. This is called representative democracy. In parliamentary systems (UK, India), the legislative body elects the executive/cabinet, including the prime minister. In presidential systems, the chief of executive branch is also popularly elected. This president then names ministers/heads of departments. State and provincial governments usually mimic the national ones, so voters elect a representative for their district, and some also elect a governor/executive, others leave that to the legislature.

The Virginia Plan called for a strong national government set up into three branches, legislative, executive, and judicial. The legislature would be made up of two houses. The first house would be elected by the people. The second house would be selected by the first house. The people selected would come from a list nominated by each of the states legislative body. As you can see, this allowed the voting population the right to elect just one of the houses of the national legislature.

William Few believed that having state legislatures elect representatives to the national legislature would help maintain a balance of power between the states and the federal government. He believed that state legislatures were more likely to choose representatives who would prioritize the interests of their respective states, rather than being influenced by national political parties or other external factors.
The Virginia Plan, a suggested plan of government for the US Constitution, would have a two-house legislature apportioned on the basis of free population, and that legislature would select (elect) the office holders in both the Executive and Judicial branches of government.
