I think some of them want attention from others and sympathy. They bring attention to their miserable condition in hopes that it will get others to feel sorry for them. Obviously if they were to improve their condition in life they would lose the sympathy too.

It pays decently, so many people become cops for the money (this is not ussually the main reason, there are tons of better paying jobs out there but can be a plus if you do want to join). People can become cops for the position of authority that comes with it. Many others become police because of teh respect, as officers are commonly respected by many of the law-abiding citizens and can be regarded as heores.
