No. Animals are not allowed on New York City buses or subways, unless they are 1) contained in a proper carrier, or 2) service animals or police dogs. Since the animal must be small enough to fit in a container, large dogs are effectively prohibited from riding on buses or subways (unless, of course, they are a seeing-eye dog or a police dog).
