In a theocracy, the religion that provides justification for its existence and its laws could be Judaism (in the Hasmonean era), Christianity (especially in the Middle Ages), Islam or Buddhism (in Tibet), among others. Control of the state and obedient religious adherence provide the priesthood with total power over every action and thought of the citizens. The result is often that religion becomes more extreme and laws more harsh. Laws increasingly become determined by interpretation of scriptures, rather than the common good, and enforced at the whim of religious leaders.

THEY AREN'T. The views of the citizenry are wholly irrelevant in a theocracy. The only thing that matters is what the religious leaders say or the deified ruler says.
