This is a sarcastic way of chiding someone for not helping you. If someone let you do a tough task alone, you would say "Well, thanks for no help!" and mean "I resent that you didn't help me!" This is not something you want to hear a friend say to you.
You say it in response to someone sneezing, or in some cases, as a fervent thanks for something they did for you that helps you greatly.
