Uta Ranke-Heinemann (Putting Away Childish Things) says that the whole of Acts of the Apostlesis a work of Propaganda aimed at Gentile Christians and Gentiles who have not yet become Christians. If Peter did actually give a speech at Pentecost, we should assume few people were really baptised on that occasion.
