Conversion to Judaism (any branch) does not have a fixed cost. Regardless of the branch of Judaism, conversion involves a period of study under rabbinical supervision followed by examination by a beit din (a 3-judge rabbinical court). In larger Jewish communities, potential converts may take organized courses with established rates of tuition, but other communities offer free adult-ed courses, and in smaller communities, some rabbis take on students for one-on-one study, with or without a fee. Many synagogues have something like a rabbi's discretionary fund that can be used by the Rabbi to offset existing fixed fees for needy students (as well a other charitable needs the Rabbi may be aware of).

Why is Judaism so much smaller numerically than the other two religions?

Lots of reasons. One is that Judaism doesn't believe in encouraging people to convert. If someone wants to convert to Judaism, they're welcome to (although discouraged at first), but Judaism has no mass programs to get people to convert. Nor did it usually have forced conversions like the other religions did. Another reason is that Jews have been heavily persecuted over the years and many were killed.

Is Judaism a closed religion?

Judaism has always accepted converts. Moses's wife was the daughter of a Midianite priest. Ruth, the ancestor of King David was a Moabite convert. Onkelos, the creator of the most important translation of the Hebrew Bible into Aramaic was a Greek or Roman convert. However, Judaism is not a missionary religion because it does not hold that it is the only path to righteousness, and because for much of the past 2000 years, converts to Judaism and sometimes those who oversee their conversion have been subject to serious consequences, including at many times the death penalty.
