The Torah indeed came first... and it is only the first part of the Bible. The New Testament, which is the second part of the Bible, "completes" the Word of God... as the Torah testifies:

"...Bind up [complete] the testimony, seal the law AMONG MY DISCIPLES." (Isa.8:16)

The New Testament illuminates the Torah and reveals the spiritual Truth that was hidden therein, before the Almighty Creator God of the Torah, Jesus Christ, came in the flesh to fulfill the promises He made to the fathers; Abraham, Isaac and Jacob - (Rom.15:8).

Isaiah prophesied of the Israelites' unbelief and the stumbling block Jesus would be to them, when Jesus would call and sanctify His disciples to seal the Word of God and complete it with their inspired writings.

"...He shall be for a sanctuary; but for a stone of stumbling and a Rock of offence to both houses of Israel, for a gin and for a snare to the inhabitants of Jerusalem. And many among them shall stumble, and fall, and be broken, and be snared, and be taken." (Isa.8:14-15)

The two houses of Israel remain unaware and unbelieving of Isaiah's words, because only the minds of faithful men will Jesus open to understand the Truth of the Torah:

"...Then opened He their understanding, that they might understand the scriptures..."

(Luke 24:45).

Even Jesus' own disciples... who would later compose the Holy Spirit inspired words that would complete the testimony of God [that would eventually become the Bible]... had been ignorant of the Truth contained in the Torah, until Jesus revealed it to them.

"These are the words which I spake unto you, while I was yet with you, that all things must be fulfilled, which were written in THE LAW OF MOSES, and IN THE PROPHETS, and IN THE PSALMS [the Old Testament], CONCERNING ME." (Luke 24:44)

Jesus' promise to Abraham, Isaac and Jacob to "bless all the families [nations] of the earth" could never have been fulfilled without Israel's unbelief... which in turn, rejects Jesus in their hearts as the Messiah... and opens the door for the salvation of all people everywhere. As Paul reveals in his binding testimony:

"...God hath given them the spirit of slumber, eyes that they should not see, and ears that they should not hear;) unto this day... I say then, Have they stumbled that they should fall? God forbid: but rather through their fall salvation is come unto the Gentiles [all the families of the earth - Gen.12:3], for to provoke them to jealousy... (Rom.11:8-11).

"...blindness in part is happened to Israel, until the fulness of the Gentiles be come in. And so all Israel shall be saved: as it is written [in the Old Testament], There shall come out of Sion the Deliverer, and shall turn away ungodliness from Jacob..." (Rom.11:25-26; Isa.59:20).

The Torah is not the Bible. It's only the first part of it... mysterious, misunderstood and incomplete without the New Testament to illuminate and reveal the prophecies of Christ contained therein. Together, the two testaments make up and complete the Bible.
