The Pope and all those under him do not teach the truth. Catholisim teaches idol worship, Mary worship and the Pope as infalliable. By it's own admission the papacy has proclaimed itself powerful enough to put the doctrine of man before, and at times, in place of the true word of God.
For those who would argue the point, the Church readily admits this is true, they have done such things, it has been remitted to history.
The chain of authority goes thusly: Jesus Christ Pope Bishops Priests Deacons Bishops that are head of an Archdiocese are known as Archbishops, Bishops that have been chosen as electors of the new Pope are Cardinals, but they all remain bishops.

All the bishops, especially the cardinals, help in major decision making. For day-to-day running of the Vatican he as the help of the Papal Secretary of State and Camarlengo who help. Ultimately, however, the pope makes the final decision.The Curia helps the Holy Father, but the Holy Spirit runs the Church.
They elect a pope to lead the cathlic and christian community. They choose the bishops and arch bishops too. The pope also helps them through there journey closer to god and helps them live their life cleansed from sin and how jesus would want.
