The Scriptures upholds one of biblical submission, with a Christian being allowed to act in civil disobedience to the government if it commands evil, such that it requires a Christian to act in a manner that is contrary to the clear teachings and requirements of God's Word. That is, we may break only the particular law designed to force disobedience to God. Cf Romans 13:1-7 ;1 Peter 2:13-17(NKJV)
Additionally:
"'Didn't we tell you never again to preach about this Jesus?... instead you have filled all Jerusalem with your teaching... But Peter and the apostles replied, WE MUST OBEY GOD RATHER THAN MEN." (Acts 5:28-29 LVB Living Bible)
Much of modern "civil disobedience" is a matter of "rioting" -- "mob violence" -- public disruption and destruction for rebellion and destruction's sake.
God's people teach and preach Christ for the sake of His name and to obey His COMMISSION to His servants:
"...I HAVE BEEN GIVEN ALL AUTHORITY IN HEAVEN AND EARTH. Therefore GO AND MAKE DISCIPLES IN ALL THE NATIONS, baptizing them into the name of the Father and of the Son and of the Holy Spirit, and then TEACH THESE NEW DISCIPLES TO OBEY ALL THE COMMANDS I HAVE GIVEN YOU..." (Matt.28:18-20 LVB).
"I DEMAND THAT YOU LOVE EACH OTHER as much as I Love you. And here is how to measure it -- the Greatest Love is shown when a person lays down his life for his friends; and you are my friends IF YOU OBEY ME." (John 15:12-14 LVB)
