In my opinion it is the story of God's enormous love working via His building His family by first calling out of the world a small number of people (in the Old Testament it was the Nation of Israel and in the New Testament it is the Church of God) who, like a Mustard Seed, will increase in number and scope until the Earth is filled with the spiritual children of God - in the God Family.
