Caiaphas was both the High Priest and president of the Sanhedrin. Josephus gives some detail of his term in office. he was installed by Rome in the year 18 and eventually deposed by Rome. This makes it clear that, although he was dedicated to preserving the institution of the Temple and sacrificial system, he was entirely beholden to Roman authority -- the situation is not unlike that of Chinese Catholics today, where the Chinese Government insists on control of the leadership in the Chinese Church.
