During World War 2 the normal communications between Britain and Contintental Europe were disrupted and it was extremely difficult to get from the Continent to Britain. Between 1933 and the outbreak of World War 2 Britain accepted an overall total of 71,000 refugees from Germany (and from 1938 also Austria). This figure includes political refugees. The word 'choose' in the question suggests a misunderstanding. Immigration was very tightly controlled everywhere. Many Jews would, if possible, have liked to go to the U.S. However, their position was desperate and they had to go wherever they could. If possible they also needed jobs; as they didn't want to live on charity. A small number of German Jews had links with Britain, but most did not. The first Jewish refugees from Germany arrived in Britain from March 1933 onwards.
