Which LDS Temple are you talking about? Recently, the floors in the Anchorage Alaska Temple and the Chicago Illinois Temple were replaced because of flooding. Otherwise, it could have just been remodeling because the old flooring was getting worn out.

LDS scriptures with a white cover are typically only found in LDS temples. They are produced by the Church but are not available to the general public or church membership through LDS Distribution. You might try asking at the nearest temple if you can get a copy of their white scriptures when they are worn out and being replaced, you might be able to get a copy that way. You have to be a member of the LDS Church to enter the temple and due to English law you have to be married in a public place first (registry office, church, etc). Members of the LDS Church in the UK usually have a ceremony in the temple after their initial wedding.

"Mormon Underwear" are also known as garments. These garments are worn by members of the LDS church who have entered the temple and made covenants with the Lord. The garments are a reminder and an outward expression of those covenants made with God. There are MANY LDS members who have never been through the temple but are still active members of the Church. No... "Mormon Underwear" or GARMENTS are NOT required to be a member of the Church of Jesus Christ of Latter Day Saints.
I don't know why you asked that question. "LDS" means "Latter Day Saints" and refers to anyone who is a member of the church of Jesus Christ of Latter Day Saints, or LDS church. That is pretty self explanatory. So the LDS were ALWAYS allowed in the LDS church because the LDS church is made up of only LDS people. Duh.
