The Vatican became an independent city/state in 1929 with the signing of the Lateran Treaty. Before that it was just part of Rome, Italy, or the Papal States. It has always been located within the city of Rome and was named for the Vatican on which the neighborhood was built. I suppose the original founders of the Vatican would be Romulus and Remus.
