There difference is very subtle ! both belief systems are nonscientific and also provides a way for common people to tackle real hardships of the world. The major difference is scale of influence. If some powerful empire will follow a saman belief system and spread it across 1/3 of the world .. it'll become something like christanity. SO in that sense the belief systems which are regional with limited institutionalization are usually termed as shamanism.
