Simply put: it has a zero percent increase by birthrate, as every citizen is a higher ranked member of the Roman Catholic clergy, for all of whom celibacy & chastity is a sworn oath of office. However, the Death Rate is commensurate with the population mix, so you have a higher death rate than Birth Rate (by far) & the only increase is by Immigration (so to speak, it's actually from hierarchal promotions/invitations given out when the need to replace someone who died arises.
