Because some people believe they can have another religion instead of Islam to go to heaven, which they dont know thet are going the wrong way.
Others just think earth is heaven and dont care about the day of judgement, and they will get thier punishment on the day of judgement when Allah will gather every soul not leaving one behind.

I am a christian and it's our belief but you go to heaven if you are saved by god which you can do by getting baptized or just saying a special prayer which is what i did and there is a hell for people that are mean and cruel to other people and dont get saved but in heaven you live forever you dont have to agree with me but thats a christians belief

i dont no it from the new testament but in islam, as u no there are 7 levels, if u like, of heaven, he is waiting in the closest level of heaven to earth, watching over us until the day of judgment when he will come down in damascus and kill the anti christ as u no it, we no him as the dajjal
I would say because it is inherently human to do wrong. Religion sets out teh principles, people dont necessarily adhere to them.
