If you look in Luke 24:47, the same scene is presented with more clarification. "repentance and remission of sins should be preached in His name... Otherwise who you deny the preaching to their sins will be retained, and who you preach to, in the name of Jesus their sins will be forgiven, if they believe (of course). We are all sinners, how can a sinner forgive another sinner of his/or her sins? Jesus said a man cannot enter the gates of heaven unless he is born again. Jesus is the only one who paid the price of our sins. He commissioned His disciples to preach or tell the gosple story so that the world would have the opportunity to have their sins forgiven.
Belief in Jesus Christ and acceptance of his sacrifice for our sins are what excuses us from eternal punishment. Christians believe that through faith in Jesus, our sins are forgiven and we are granted eternal life.

Jesus the Christ was the Son of God and therefore sinless. He did not sin.... ever. But in order to died for the sins of mankind while He was on the cross of Calvary all the sins of mankind was turned over to Him. He had to take our sins into His body and die. They were not His sins they were our sins but he took them upon Himself and died in our place. This is why when we accept Jesus as our Savior our sins are gone because He took them at Calvary. We as Christians will never be judged for our sin as Jesus took care of them when he was sacrificed for them. The agony of Crucifixion was a terrible death, but can you imagine the extra agony that Jesus had, being a sinless person taking all the sin of mankind upon Himself. Only Jesus could have done this.
John 20:21-23 states: "The disciples were filled with joy at seeing the Lord, and he said to them again,'Peace be with you. As the Father sent me so I am sending you.' After saying this, he breathed on them and said: 'Receive the Holy Spirit. If you forgive anyone's sins they are forgiven; if you retain anyone's sins they are retained.'"

Jesus told the man that his sins were forgiven. The religious leaders believed that Jesus did not have the right to forgive people of their sins. :)

Because the teachers of the law were annoyed because only God has the right to say your sins are forgiven, and they thought Jesus was committing blasphemy. But what they didn't realize was that Jesus is God in the flesh.
