Actually Paul stated this in his letter to the Thessalonians in 2 Th. 3:10. The reference in Genesis is found in Gen 3:19 where man would earn his bread by the sweat of his brow, or working for it.
Paul makes this statement in 2 Thessalonians 3:10 -For even when we were with you, we commanded you this: If anyone will not work, neither shall he eat. [NKJV] The phrase "will not work," means making a decision not to. Thus the passage speaks of someone who is able to work, but refuses to out of laziness or selfishness. The next two verses clarify the point and complete the thought: For we hear that there are some who walk among you in a disorderly manner, not working at all, but are busybodies. Now those who are such we command and exhort through our Lord Jesus Christ that they work in quietness and eat their own bread. The teaching is that a capable person who refuses to work does not deserve to be fed (or otherwise supported) by others; rather, they are commanded to apply their abilities and work in order to provide for themselves. "In quietness" means without being involved in the affairs of others, as it only follows that someone who will not work must become dependent on the good will of others to get by. Paul indicates that charity toward such a person is misplaced. The teaching does not apply to someone who is incapable of holding down a job through no fault of their own, or one who seeks work and cannot find it.
