I hope you mean onions!

In my experience onions do not need to be refrigerated, even after cutting. Putting cut onions in the fridge just stinks up the fridge. Others may disagree but . . .

As far as i know, no, it does need to be refridgerated. We have an open bottle in the drinks cabinet and it's fine. Nobody has been ill after drinking it. (yet!)
