Depending because hobos mean they don't have money and homeless people have no homes. Just because they're homeless doesn't mean they dont have money. Also hobos might have homes! So it's depending.

To be honest, no one can stop homeless people. People are getting more and more poor and homeless, living on the streets because our government, your president and my queen won't do anything about it. Though, what you could try, is when you see a beggar on the streets, give them a bit of money and a bit of food. You'll feel happy. To know that you've helped someone.
Not always, most homeless are homeless due to losing a job, not having money to continue on their rent and such. Some of these, though they did not choose to become homeless at first, become accustomed to the freedom of such a lifestyle and say they choose to stay homeless. There are a few though that did consciously choose to become homeless and love it. The range of homelessness goes from the stereotype homeless person with very little in the way of possessions up to people that live in RV's.
