Best way is to take it out of the window, remove the outside cover, a few screws are holding it on. Then take it to the car wash and hose it out. Don't spray directly into the controls, but everything else will be all right. Let it dry our for a day before plugging it in or turning it on. Spray both coils from both sides. It will run better and cheaper afterwards.
Most of the ones that I have seen have dirty condensor coils. That's the coil you see from the outside. They get dirty on the inside of the air conditioner where the fan blows air through it.

From my understanding, the air filter has no effect at all on the air conditioner. The air filter is mainly for airflow to the engine and emmissions, while the ac condensor functions on its own.
your condensor is clogged up, or your condensor fanmotor is not working, or your compressor struckup due mechanical problem inside of your compressor.

There is not enough air moving across the condensor coil. You may have a inoperable fan, or the condensor could be pluged with debris. Check to see if the fan runs when the car is satationary, and rinse the condensor off with a hose.
To stop the dripping noise from your air conditioner, you can check and clean the condensate drain line, ensure the unit is level, and replace the air filter if it's dirty. If the issue persists, you may need to contact a professional for further inspection and repair.
