This is very much bullying. If Kid A is telling lies just so Kid B can get into trouble, no matter how insignificant, is considered bullying. Kid A is dishonest and most likely severely hurting Kid B even if Kid B doesn't know who he is.

There's a lot of quality sites on the internet that help with bullying. Some also have toll-free helplines. Just do a search for "bullying help" etc
It doesn't do alot for all u know our kid be a bully also and is wining about displin is how you fix bullying
