Some people just have to die and life is better without them. In combat you have to kill people, because its you or them. You kill 1 of theirs and you potentially save maybe 3 of your guys.

Another Opinion: During wartime is an absolutely correct answer. HOWEVER - other than that it is NEVER "legal"to kill someone. Under certain circumstance's it may be found "lawful" to have taken another life, but the circumstances of the incident are always investigated and reviewed to determine the "lawfulness" of the act. Even in self-defense you are not allowed any more force than is necessary to thwart the attack. If that amounts to deadly force then a grand Jury or a Prosecutor will make the call as to whether or not deadly force was justified.

Another View: It is NEVER legal to "murder" anyone. Murder is the taking of a human life during a criminal act.

HOWEVER - there are "justifiable" reasons to take another persons life - but they are VERY few and stringently interpreted by law. Self defense is one example, and while in the performance of military duties against an enemy, is another.
