The Japanese use their land carefully and wisely because they have a limited amount of resources and a growing population. Let's compare Japan to somewhere else.

Japan's total area is about 146,000 square miles.

California's total area is about 158,000 square miles.

Japan's total population according to their 2007 census is roughtly 128 million people.

California's total population is a whopping 34 million people.

So, let's pretend for a moment. Let's say that you take Los Angeles, San Diego, San Jose, and San Francisco and put them everywhere in California until the population reaches 128 million people. Those four cities hold a combined total of about 7 million people. That's not very many. But that many people 18 times over can become very congesting. And considering Japan is smaller than California by over ten thousand square miles, they have even less room to put everyone.

Now, to relate this to resources. California is one of the world's leading producers of... well... near everything! The reason is because there is so much rich land to use. Japan, on the other hand, has to compensate for it's dense population. This means less land to draw resources from in order to feed a large population!
