Cars built today do not pollute like they did a few decades ago. But the sheer number of cars being built and sold is a problem. There is a certain amount of pollution coming from each and every car. The problem is much worse in urban areas with lots of vehicles.
If the vehicle was built with seat belts you have to have them but if it didn't have the belts from the factory your not required to have them.
