The United States of America, by a fairly large margin (it being both the 3rd most populous country, and by far the largest economy).
However, China is rapidly gaining on its oil consumption. Per capita consumption in China is tiny compared to the US, but overall consumption is now a substantial fraction of the US's, and there is very possible that China may indeed pass the US at some point this century as the largest oil importer (as the US has at least a modest domestic supply, while China has virtually no domestic oil).
Tertiary consumers
1. United States 2. China 3. Japan 4. Russia 5. Germany
The top oil-producing countries in the world are the United States, Saudi Arabia, and Russia. These countries have the highest levels of oil production, contributing significantly to the global supply of oil.
Saudi Arabia is the top oil exporter in the world
gold silver copper oil
North America, South America, and Western Europe. I hope This Helped.

Nigeria (Production: 2,352,000 bbl/day)
well the food chain goes like this the producers make their own food and then the consumers eat them when it reaches the top level consumers they die and the decomposers eat them ,but if the decomposers die what will the middle class consumers eat so the middle class consumers will die out,but then the top class consumers have to eat the smaller and lower consumers which is not enough for them so now all the lower consumers will get eaten and die+the top class consumers will dievof hunger. thus if the decomposers were removed from the energy pyramaind it will affect almost all of the ecosystem.
Nigeria is the largest oil producing in the world with her bad government.
