Development can be regarded as a social change due to the following factors:-

The improvement and availability of social services such as schools, health services, electricity and water supply. The improvement of these services it is directly led to egalitarian distribution and social transformation in which all these take place within a certain societies or communities.

The improvement and construction of infrastructure such as roads, railway, harbors and ports, these can cause the transformation of the society, state, and communities because the improvement and construction it take place within a society or communities which cause social changes.

Increase of surplus production due to the improvement of agriculture productivity which is the function of the society or community to produce. As a result of that it cause social change like construction of infrastructure and demographic in all these led to social transformation within the society.

Increase per capital income to an individual or community this can led to social transformation due to the fact that when there is high per capital to the individual or community it led to social development like education and construction activities like housing and infrastructure in which all these led to appearance of societies, but when there is low per capital income it led to low or poor development.

Availability of social resources such as forest, mining, and water bodies like ocean, sea, and likes in which all these must be within a society, the utilization of these resources it can led to social transformation due to the increase and availability of various material which can led to the development of the societies or communities.

The uses can led to the development of society and bring social transformation in flexible and stable government led to social change due to the fact that the adaptable and strong government always motivate the societies for implementation of development goals .Also the accountability of the people due to the motivation of the government creates a way for social development .

Enough freedom, this can led to social changes due to the fact that people are free to interact with other for development purpose like trading activities and production activities which result to social transformation .

Generally, development is regarded as a social change due to the fact that all development activities likes within a society and also the product of those activities can appear within a responsible society. So all improvement growth and social change can take place within the community that's why development is regarded as social change.
