There are many answers to this question. Just some of the reasons are; maybe the country doesnt have any Natural Resources to make goods out of to sell. Maybe the country has a stupid or selfish or ignorant leader. Maybe the country has a religeon that doesn't value making money. Maybe they have no land that can grow food. Maybe they don't get enough water. Maybe they get too much water.

Most countries that are rich are countries that give more freedom to their citizens, letting them own property and allowing them to keep the results of their industry. Power equals Freedom. The more Power the government has, the less freedom the citizens have.

Also the more Capitalistic a country is, the richer it tends to be. Capitalism is a good thing as long as it is tempered with respect for our fellow man.
