Why is child labor so popular in Uruguay?

In Uruguay child labour is prohibited by law but in the practise many poor children are seen in the traffic lights and other parts of the city asking for money by doing some sort of entertainment for drivers and people walking.

Child labor is popular in many underdeveloped areas. The very fact that they are children make them easier to take advantage of. They get almost no wages, no benefits, are easily intimidated, and can't really stand up for themselves. Their families are usually so desperate for income, that they really need every family member working. The families are often in such need, that they are also unable to stand up for their child or their work conditions. Children can essentially be treated however their employer chooses with no repercussions.
