In order to get around censorship in Australia and elsewhere Rockstar changed the name to Canis Canem Edit, which is the Latin translation for the schools name Bullsworth Academy.
It was just so they could publish their game without it being banned. The Australian goverment, specifically, thought the name bully would encourage and put being a bully in a good light.
Canis canem edit is on ps2 but it originally was called Bully. I have no idea why they called it Canis Canem Edit

The best game that features a bully on the PS2 is in fact the game titled simply Bully. Bully takes place in a school setting with the player controlling the main character James Hopkins who is a school bully.

No Bully is a PS2 game that was released on October 17 2006 and also has an edition for the Xbox 360 and PC called Bully: Scholarship Edition that was released on Mar 4 2008 and not as well received or highly rated as the PS2 edition. There are not even rumors of a PS3 edition
