The circumcision of Males was originally carried out as a religious and or cultural practice It goes back to well before the Jews began doing it and even further back then the Egyptians. There is in fact no reason relating to health except in very rare circumstances where circumcision has any benefit to the health or well being of a male person. The practice was originally taken up in English speaking country by non religious parents during the Victorian era at the advice of the medical profession They claimed that it would stop boys from masturbating which was responsible according to them for a myriad of diseases including insanity. The practice has largely reduced in the English speaking country's with the USA still being the largest proponent of the practice due to a strong marketing presence and powerful lobby groups in the medical colleges. It is not done in developed European country's Asia china etc. Where they seem to have fewer problems with the penis then in the USA. Other reasons are that is done on the instruction of religious advice.

With infants circumcision is an elective surgery, which means there isn't a medical reason at the time to preform the procedure. If it is done, circumcision is usually done a few days after birth.
Medical authority's throughout the developed world are increasingly of the opinion that the removal of the foreskin amounts to nothing more then an assault on minors that are unable to stop this from happening.
