Any label, such as "ethnic" is subject to a variety of definitions. I would say that an ethnic group shares characteristics that make them a distinct people, special to themselves; not necessarily better than some other group, but different. An "ethnic group" presupposes other groups which represent either "the dominant culture" and/or "other ethnic groups." Shared heritage or the presumption of shared heritage or ancestry is certainly one major "marker" of an "ethnic group;" others are common language, shared cultural heritage, and a shared sense that "we are a people with qualities that make us different from other people(s). Puerto Ricans, Hispanics, or People of Spanish ancestry may or may not be ethnic groups in the United States depending on self-identification, group- identification, and/or statistical identification with the latter being the least significant criteria. If I think I am a member of an ethnic group; if the other members of the group accept me as such; and if the state to which I am subject enforces or accepts these definitions, than an ethnic group exists and I am part of it. Assuming the question refers to Spain rather than Latin America, whether there is a Spanish heritage ethnic group probably depends on local circumstances; Is there a group locally whose identity contains a consciousness of Spain? Do they speak spanish? Are they Roman Catholic? Do they tend to marry whithin their group? Do they associate or form a community? Do they have a place to meet? Its not an all or nothing answer? Language, culture, awareness, ancestry, cohesiveness are all important but no criteria is always definitive
