The Pale of Settlement was an area on the edge of the Russian Empire (in what is now Poland, western Belarus, and northwest Ukraine) where the Jews of the Russian Empire were ordered to congregate and live. As a result, these areas became densely populated with Jews (for a non-Jewish polity), some with Jewish percentage rates as high as 20% of the constituent provinces.

The term derives from the establishment of "pales" (boundaries) within which certain populations were required to maintain residence and were not allowed to leave without approval. Perhaps the most common pale was the Pale of Settlement in Tsarist Russia which definied the areas in which Jews were allowed to live.
