There are two basic requirements for the title. First, you must obtain a rating of at least 2500 in the FIDE. Second, 3 grand master norms must be obtained. This means participating in a 9 round minimum tournament competing with other grand masters and participants from 3 separate countries. In that tournament, you must have a favorable result, aka, more wins than losses.

There are many rules in chess.

I'll start with the movement of pieces:

Pawn-a pawn on its first move can move one or two spaces, after its first move it can only move one. To attack a piece it can move diagonally one space. The pawn can not attack a piece that is straight ahead of it.

Knight-The knight is the only piece that can go over the pieces of its same color. This makes the knight very usable in the beginning of the game. The knight moves in an L shape moving two spaces one way and then one space horizontally

Bishop-The bishop simply moves diagonally as much as possible until blocked by another piece

Rook-The rook can move horizontally or vertically any amount of spaces it wants until blocked by another piece.

King-The king can move in any direction one space as long as it is not blocked by a piece of the same color or is threatened by an opponent's piece (I'll talk more about this later)

Queen-The queen can move any direction as many spaces as possible

The key to the game is to checkmate the opposing side's king which is to get the king to not be able to move and also be threatened at the same time. Threatening a king is when an opposing piece is getting ready to attack the king forcing the king to move, another piece to attack the threatening piece, or block the piece. For example, if an opposing rook is vertically from a king with no pieces blocking the two, the king is threatened and the player threatening the king must say "check".

Here are a few complicated rules of chess:

Castling: Castling is a technique used in chess to usually add extra defense and also to get the rook out quicker. This is where the king move two spaces towards the rook and the rook goes to the other side of the king. This is only possible however when the all the pieces between the rook and the king have moved, the king is not in check, if both the king and the rook have not moved (this does not mean you move your king or rook and then move them right back to where they were), and if there are no spaces in between the rook and the king that are being threatened. Ways to win/lose:

Checkmate: The most common way to win/lose is by checkmate which I explained above.

Resignation: Resignation is when a player decides to quit. This is often shown by tipping your own king over.

Ways to draw:

Stalemate: Stalemate is when a person has no legal moves. If the king and every piece left on the board can not move than the game is a draw.

Offering and agreeing to a draw: Someone may offer to draw. If the opponent agrees to the draw, the game is simply a draw.

The 50-move rule: When one person has only a king, after 50 moves from that moment a person may accept the draw. Now moves refers to both players moving a piece (this does not mean every time a piece moves).

If by moving up to a square, you mean an adjacent square, yes, as long as the square is not threatened by any opposing piece. This is the only way a King can attack another piece.

A King cannot enter any square that is attacked by an opposing piece, i.e. place himself in check. He also cannot castle across an attacked square (king's bishop 1-f1, or queen 1-d1), but it does not matter if the rook or queen's knight squares are attacked, because he does not cross or land on those squares. He cannot castle out of check.

In chess why is a castle called a rook?

There will probably other theories about the origin of the name "rook" for this chess piece; however her is the one I believe is best. IN the origins of the game itself, the game was called Chaturanga and it was not exactly the same as modern chess. The piece we call a rook was considered to be a chariot rather than a castle, probably because of the speed with which it moves. The Sanskrit word for chariot was "ratha". In Arabic it is still referred to as a chariot with the name "rukhkh." When the game spread to Europe, the word "rukhkh" sounded like the Italian word "rocco", which meant "tower." Since the two words sounded alike, the Italian word was used but the meaning changed from chariot to tower. The piece is still thought of as a tower in European translations. Various European countries use their language's word for "tower" rather than their words for "chariot". In Middle English the concept of tower eventually turned into castle since most castles had towers.
